Studies show it's cleaner than a traditional toilet (constantly wet breads germs, and flushing spews them into the air!). The water savings offset the cost of the odor-blocking catridges (read for more info there) for the Army. So, the Army Corps of Engineers have mandated that ONLY these waterless urinals be installed as of then end of 2010. Cool.
