The new homes were too large. It caused huge increase in utility and tax assessment. Many of the down-and-out families given the houses had to borrow against the equity. But even then, many are falling into foreclosure.

Just making it unpaid doesn't mean you get free labor. Interesting given the rise of unpaid internships in the downturn. Isn't having interns do the work cheaper than having an employee do it anyway? Making it a paid internship isn't a whole lot less cost savings than unpaid....especially considering the fine.
